Is Hua Hin expensive? It depends when you go and where you stay.

The honest answer is that it is cheaper than you'd think, and more flexible than any other beach in Thailand — because Hua Hin is the closest sea to Bangkok. You can drive, take a van or catch the train for a few hundred baht, with no plane ticket and no inter-island ferry the way Phuket or Samui demand. The cool months (Nov–Feb) are Hua Hin's peak — Bangkokians pour down to escape the heat and the haze, hotel rates climb and rooms fill fast, especially over long weekends like New Year and Songkran.
