All 3 options have genuine advantages. The right choice depends on your budget, group size, and comfort with driving abroad.
Taiwan recognises International Driving Permits (IDP) issued under the 1949 Geneva Convention, of which Thailand is a signatory. This means a Thai-issued IDP is legally valid in Taiwan.
In practice, however, it is more complicated: individual rental companies have different policies. Some accept Thai IDPs without issue; others restrict acceptance to specific countries or require additional documentation. Always contact your rental company in advance to confirm before travelling.

Major rental chains in Taiwan include Hertz Taiwan, Avis Taiwan, AVCar, and Easy Rent. Most accept online advance bookings 1–2 days ahead and offer airport pickup at Taoyuan International Airport (Terminal 1 & 2) or city branches.
Rental process: Book online → Present Thai licence + IDP + passport → Sign contract + photograph car condition → Drive off. Return to the same branch or a different branch (check one-way drop fees).
Insurance: Always take Full Coverage for Thai drivers unfamiliar with right-hand traffic. Basic insurance covers third-party liability; full coverage adds collision and theft. The extra NT$300–600/day is worth it. Driving without adequate insurance and having an accident in a foreign country can be extremely costly.

The itinerary is flexible — the driver waits at each stop for as long as you need. This is the critical difference from group tours where you must follow the flag.
Shared tours are the best value for day trips to places that are genuinely difficult to reach by public transport — Taroko Gorge, Alishan, Yehliu + Jiufen, and Sun Moon Lake being the prime examples.

Main downside: the pace is brisk. Each stop gets roughly 60–90 minutes. If you want more time, choose a private tour or go DIY. You're also moving with 12–16 others, so there's no detour flexibility.
No car needed at all. MRT + bus + YouBike cover almost everything. Street taxis are cheap. Driving in Taipei is stressful and parking is expensive.
Use MRTPrivate driver or shared tour are by far the best options. Mountain roads are narrow with heavy scooter traffic. Local buses inside the gorge are limited.
Private / Group TourGroup tour from Taipei or Taichung is easiest. If staying in Taichung, a half-day private charter to SML makes sense for groups.
