Leaving Hualien City at 05:30 puts you at the park entrance by 06:10 — still ahead of the tour bus crowd. You only need Taroko-base if you want to be inside the park before 5 am, which most travellers don’t.
Hualien City wins outright — Parkview Hotel has an indoor pool and family activities, Fullon Hotel has a pool, Just Sleep has family-friendly rooms at fair prices. Taroko-base B&Bs offer none of this.
A Taroko-area guesthouse makes sense — saves the morning drive each day, lets you start early trails at dawn. But you must have a rental car or scooter, and you must verify trail status, as some remain closed post-earthquake.
